Contributions of the national civil protection and defense policy to the reduction of risks from natural disasters or those induced by human actions in the municipality of Manaus – Amazonas, Brazil

ABSTRACT
Objective – The aim of this research was to identify actions directed toward Manaus – AM, in compliance with the National Policy for Civil Protection and Defense (PNPDEC), highlighting progress and opportunities for disaster risk management in the municipality.
Methodology – This is an exploratory and diagnostic study, developed through bibliographic and documentary review.
Originality/Relevance – The urban development of Manaus – AM has been characterized by a high degree of informality in land use and the occupation of environmentally fragile areas and susceptible to disasters, creating a challenging scenario for the municipality and requiring public policies focused on risk management.
Results – The findings include the development of disaster risk mapping and the Geotechnical Suitability Map for Urbanization in 2019, the Susceptibility Map for Mass Movements and Floods, and the Contingency Plan (PLACON) in 2024.
Theoretical/Methodological Contributions – Methodologically, this study suggests the integration of geoenvironmental studies into urban planning as a means of disaster prevention.
Social and Environmental Contributions – The study demonstrates that the effectiveness of the progress achieved in recent decades, both at the federal and municipal levels, depends on the development and continuity of public policies and governance.
