The intensification of impacts caused by climate change in recent years has highlighted the need for cities to adopt strategies aimed at mitigating damage. In this context, the United Nations’ New Urban Agenda presents governance as an important guideline for sustainable regional planning. Based on this premise, the objective of this study was to analyze the similarity in the manifestation of housing deficit in municipalities of the state of São Paulo, using the concept of urban networks as a reference. For this purpose, microdata from the 2010 Demographic Census were used to calculate the housing deficit by components at the municipal level, along with data from the Regions of Influence of Cities to study urban networks. The assessment of similarities among municipalities regarding their housing deficits was conducted through hierarchical cluster analysis. The results showed that there is no consistent pattern of housing deficit manifestation associated with urban networks. However, trends of similarity were found among municipalities classified as urban centers, which may support the planning of housing policies involving cities from different regions.
