ABSTRACT
Objective – This study aims to analyze Marine Spatial Planning as a strategic tool for governing the blue economy in the Brazilian Northeast, focusing on the state of Rio Grande do Norte. The research investigates the challenges of this instrument given the prioritization of economic growth and the need for ecological valuation of marine resources.
Methodology – The research adopts a qualitative and exploratory approach, structured into three stages: literature review, normative analysis, and triangulation of results. This method allows for an evaluation of the implementation of Marine Spatial Planning and its adaptation to the Brazilian context.
Originality/relevance – The study fills a gap by critically discussing the weakening of Marine Spatial Planning due to the primacy of economic development, highlighting the need for transdisciplinary approaches and the inclusion of traditional communities in decision-making processes. Rio Grande do Norte is analyzed as a reference case due to its potential for offshore activities.
Results – The findings indicate that implementing Marine Spatial Planning can establish guidelines for governing the blue economy in the Northeast, balancing environmental conservation and sustainable development. The inclusion of traditional communities and the adoption of participatory strategies are essential to mitigating use conflicts and ensuring equity in the management of marine resources.
Theoretical/methodological contributions – The study reinforces the importance of a transdisciplinary approach in the formulation and implementation of Marine Spatial Planning, integrating ecological, social, and economic aspects. Additionally, it proposes guidelines to strengthen marine governance in Brazil and align it with sustainable international models.
Social and environmental contributions – The research highlights the need for participatory mechanisms in managing marine ecosystem services, ensuring biodiversity conservation and valuing traditional knowledge. The ecological valuation of marine natural resources is crucial for promoting a balanced and inclusive blue economy model.
