Municipal Plan for integrated solid waste management plans and the minimum content of the PNRS

A Critical Analysis of the PMGIRS of Paranapanema (SP)

Abstract

Objective: This article analyzes the compliance of the Municipal Plan for Integrated Solid Waste Management  (PMGIRS) of Paranapanema, São Paulo, with the minimum content established by the Brazilian National Solid Waste Policy (PNRS), created by Law No. 12.305/2010.

Methodology: A qualitative methodological approach is adopted, with an exploratory and descriptive character, based on a case study and a comparative analysis of the elements required by Article 19 of the PNRS.
Originality/relevance: Using the minimum content as an analytical framework, the research examines the plan’s technical structure, participatory dimensions, and operational weaknesses, proposing guidelines for its revision and effective implementation.

Results: The findings reveal inconsistencies in the diagnosis, lack of measurable goals, institutional fragility, and limited integration among environmental and sanitation planning instruments.

Theoretical/methodological contributions: The study highlights the importance of methodologies that transform legal provisions into analytical tools applicable to local management. The update of the legal framework, including changes introduced between 2020 and 2022, demonstrates that the proposed approach remains relevant and applicable under the new regulatory context.

Social and environmental contributions: Aware of environmental impacts, the proposal for tabulations and continuous monitoring of solid waste generation—developed with the participation of different stakeholders and generators—encourages reflection on actions that can organize and minimize landfill disposal.
