Abstract

Objective – Analyse the performance of the Municipal Housing Council of Londrina-PR in urban planning policies aimed at promoting social inclusion, with an emphasis on social housing and the population aging process. Methodology – Dialectical conception centered on Harvey's (2015) "historical-geographical materialism," combined with a qualitative approach (Minayo, 2001). The research was operationalized through the construction of a theoretical framework on the research topic; organization of statistical databases; field studies at the local scale; and documentary analysis of legal documents. Originality/Relevance – This study highlights the urgency of discussing the role of urban planning and municipal councils in the face of population aging, highlighting the need for public policies to be inclusive. Results – Municipal Housing Councils play a fundamental role in urban planning by implementing and monitoring public policies for social housing, especially for the elderly. Londrina, despite being listed as an "age-friendly city," lacks effective public policies aimed at this highly vulnerable group.

Theoretical/Methodological Contributions – The work presents an important theoretical discussion on urban planning and its role in sustainable and inclusive cities.

Social and Environmental Contributions – The discussions held demonstrate the unequal reality of Brazilian cities and the importance of Municipal Housing Councils fulfilling their role, acting and monitoring to ensure that public policies are formulated that guarantee essential rights to vulnerable groups, thus ensuring the sustainable development of cities.
