Author Guidelines

Deadlines and Requirements for Submission and Publication

Manuscript Submission

The National Journal of City Management (RNGC), internationally published as the Revista Nacional de Gerenciamento de Cidades (RNGC), accepts manuscript submissions on a continuous basis through its electronic editorial management system.

Only manuscripts prepared in accordance with the journal's editorial guidelines and formatted using the templates provided to authors will be considered for evaluation. All files must be submitted exclusively through the journal's online submission system.

Required Documents

At the time of submission, authors must provide the following documents:

  • Title page containing the identification of all authors;
  • Full manuscript without author identification, intended for double-blind peer review;
  • Artificial Intelligence Use Statement, duly completed and signed.

Submissions that do not include the required documentation or that fail to comply with the journal's editorial guidelines may be returned to the authors for correction prior to the initiation of the review process.

Editorial and Review Process

All manuscripts submitted to RNGC undergo a structured editorial process consisting of successive stages of technical, scientific, and editorial evaluation.

The journal seeks to issue a final editorial decision within 120 business days, although this period may vary depending on submission volume, reviewer availability, and the complexity of the revisions required.

Stage 1 – Initial Editorial Screening

The Editor-in-Chief conducts a preliminary assessment of the manuscript, verifying its alignment with the journal's focus, scope, editorial policy, and formal requirements.

Stage 2 – Originality and Compliance Verification

The Associate Editor performs a technical review of the manuscript, including originality screening using similarity-detection software such as Turnitin® or equivalent tools. Manuscripts presenting evidence of plagiarism, self-plagiarism, or other practices inconsistent with research integrity may be rejected at this stage.

Stage 3 – Peer Review

Manuscripts approved in the previous stages are submitted to a double-blind peer review process involving at least two reviewers with expertise in the subject area.

Reviewers may:

  • recommend acceptance of the manuscript;
  • request revisions or corrections;
  • recommend an additional round of review;
  • recommend rejection of the manuscript.

The review process may involve one or more rounds of revision until a final editorial decision is reached. During this stage, editors may also suggest modifications intended to improve the scientific, methodological, textual, and editorial quality of the manuscript.

Stage 4 – Acceptance and Production

Following final acceptance, authors must submit the additional materials required for publication, including:

  • the final version of the manuscript;
  • a graphical abstract in Portuguese and English (optional);
  • editorial declarations required by the journal;
  • proof of payment of the publication fee, when applicable.

Publication

RNGC adopts a continuous publication model. Upon acceptance and completion of all editorial procedures, manuscripts proceed to copyediting, standardization, layout preparation, and publication.

The period between submission and publication may vary according to the editorial workflow, the completion of revisions requested by reviewers, and the journal's publication schedule, and may extend to 180 business days.

Manuscript Submission Guidelines

Originality and Unpublished Status:
The manuscript must be original and unpublished, not previously published or under review elsewhere. Non-compliance results in automatic rejection.

Academic Responsibility:
At least one author must hold a doctoral degree and be responsible for the research.

File Format:
Manuscripts must be submitted in editable Word (DOCX) format. DOC files will not be accepted.

Graphical Abstract:
Including a graphical abstract is encouraged to enhance visual presentation.

Research Ethics:
If involving human or animal research, proof of Ethics Committee approval (CEP or CONCEA) must be attached.

International References:
At least 50% of references must come from international journals.

Recent References:
At least 50% of references must be from the past five years.

Reference Identifiers:
Whenever possible, references should include DOI or URL identifiers.

Author Qualification:
Manuscripts will only be accepted from authors linked to stricto sensu programs or holding at least a Master’s degree. Manuscripts from undergraduate or lato sensu students will not be accepted.

Language of Publication:
Manuscripts must be submitted in Portuguese. After approval, articles will be published in both Portuguese and English. Translation is the author's responsibility and must be certified by a professional translator.

Page Limit:
Manuscripts must not exceed 20 pages, including references, tables, and figures.

Blind Peer Review:
Authors must remove all identification from the manuscript before submission.

Conflict of Interest Declaration:
Authors must declare any potential conflicts of interest.

Author Contributions:
Authors must describe each contributor’s role in the research and writing.

Compliance with International Scientific Writing Standards:
Manuscripts should follow IMRAD structure (Introduction, Methods, Results, and Discussion).
