Similarity Screening and Plagiarism Prevention Policy

The National Journal of City Management (RNGC), internationally published as Revista Nacional de Gerenciamento de Cidades (RNGC), maintains a continuous commitment to academic integrity, research originality, and the quality of the scientific knowledge it disseminates.

As part of this commitment, all manuscripts submitted to the journal undergo originality verification and similarity screening procedures before entering the peer-review process.

Originality and Similarity Verification

During the preliminary editorial assessment conducted by the Associate Editor, manuscripts are evaluated for originality, novelty, and compliance with the ethical principles of scholarly publishing.

To support this process, the journal employs specialized similarity-detection software, including Turnitin®, Plagius®, or equivalent tools, which compare submitted content against academic publications, scientific literature, internet sources, and other available databases.

Objectives of Similarity Screening

The similarity analysis aims to:

  • ensure the originality and novelty of submitted manuscripts;
  • identify potential cases of plagiarism, self-plagiarism, or inappropriate reuse of content;
  • protect authors’ intellectual property and copyright;
  • preserve the scientific credibility and editorial integrity of the journal.

Procedures in Cases of Significant Similarity

When high levels of similarity or indications of plagiarism, self-plagiarism, or inappropriate reuse of previously published content are identified, the editorial team may request clarifications, revisions, or additional documentation from the authors.

If practices incompatible with the principles of research integrity are confirmed, the manuscript may be rejected, archived, or subjected to further editorial investigation procedures.

Depending on the severity of the case, the journal may notify the relevant institutions and impose temporary or permanent restrictions on future submissions by the responsible authors.

All similarity screening procedures are conducted confidentially, respecting the ethical principles of scholarly evaluation and ensuring the protection of information provided by authors.
