Abstract

Objective - development of an index to carry out the urban spatial analysis of the municipalities, focusing on the urban territorial issue while remaining adequate to the Brazilian reality and to the current legislation, called the Sustainable Spatial Development Index (SDI). 
Methodology – the SID was developed from the theoretical framework and bibliometric analysis, together with the analysis of the existing manuals.
Originality/Relevance – there is currently a study gap in the development of an index to perform urban spatial analysis, based on the Brazilian Urban Policy. Thus, the innovation is the development of a quantitative composite index, with a reduced number of indicators, using a single database for each indicator and performance ranges for all Brazilian cities, regardless of their size, focusing on the urban territorial issue.
Results - the arrangement of dimensions together with the three pillars of sustainability (environmental, social and economic) of the SID provided the most accurate analysis among the indicators, pointing out possible indications of the need for the municipalities to review or develop Master Plans or Sectoral Plans (mobility, sanitation and housing). The overall result of the SID together with the HDI, shows that spatial development is relevant within the political context, presenting worrying values in more than half of the cities analyzed. 
Theoretical/Methodological Contributions – the application of the SID makes it possible to provide input for the formulation of public policies and investments in Master Plans and Sectoral Plans, together with the improvement of public policies aimed at housing, sanitation, mobility and planning.
Social and Environmental Contributions – public managers will be able to monitor the urban spatial performance of municipalities over time, in order to verify the need for revision or development of Mobility Plans, Master Plans, Basic Sanitation Plans, Housing Plans or specific items of the documents: road hierarchy, road direction, urban perimeter,  building height limits, public works management, relocation of the low-income population in risk areas and others.
